Behavior
- Interpret text as Unicode, encode UTF-8 bytes, then standard Base64 (A-Za-z0-9+/) with "=" padding so length is a multiple of 4.
- No whitespace in output. No URL-safe alphabet.
- This is a byte transform, not confidentiality or authenticity.
